Does shm-auto-insert-bangs do anything? #108

I have shm-auto-insert-bangs set to the default value of t, yet I never have bangs inserted.

When I look through the code, it doesn't seem to actually be used (or indeed mentioned anywhere except the defcustom declaration).

I think it didn't work so well so the code was removed but the customization remained.

Any particular reason for keeping the customisation option there? Or was it just an oversight?
