Bug: Panel shows when only window in workspace is being moved

The panel/dock, when set to automatically hide always show themselves if there are no windows in the current workspace, as intended.

However, if there is only one window in the workspace and you try to move it, it gets disassociated with the workspace temporarily and the panel/dock pops up again.

Not a very high priority issue, though.
