Suggest Relocation of 19-5 & 19-6 to Section 1

I think the rules pertaining to unmet hours would be more appropriate in Section 1 with the performance calculations because the model's ability (or inability) to maintain temperature setpoints has a strong connection to the project performance. Depending on the severity of unmet hours, performance calculations can be void - so it helps to be able to look at them together.
