Section 15 Rule 1 is covered by Rule 1-6
Section 15 Rule 2 is covered by Rule 1-7
Section 15 Rule 3 is covered by Rule 1-7
Section 15 Rule 4 is covered by Rule 1-6 & Rule 1-7 together

I think these Section 15 rules are safe to remove.
