The LocalCopy extension of a now outdated version of JabRef (2.9.2) provides similar functionality as this project.

It is able to, given a DOI or URL, fetch the website, and guess (with the users assistance), which is the download link. Then, one can define policies (always first/last link, the one containing "PDF", or similar).
