The operator should have an option to sync k8s RBAC with Perses RBAC

In order to ease dashboard management keeping granular access. The Perses operator should have an option to synchronise or consume k8s permissions based on Perses permissions.

Outcomes:

• K8s users that have view or edit access to a namespace, will have the corresponding access to the Perses project with the same name.
