The bash version that is custom built for the engine fails to build on Fedora 40 and newer distros. Figure out how to resolve this or if it is even still needed.

First step is to see if we still need the custom built version of bash. With the recent deprecation of the older userenvs (rhubi7 and centos7) we may no longer actually need this.
