Ubuntu 22 mounts /var/run as noexec, which prevents anything using contexts from exec-ing scripts it writes in /var/run/pscheduler-server. This does not seem consistent, but it needs to be dealt with.

Relocate these files to somewhere under /var, which does not have this restriction. /var/tmp might be a good candidate.
