Evaluate whether we need servicewatcher anymore

For 5.1.0 i have removed the servicewatcher cron since it was restarting psconfig-pscheduler-agent every hour after the python conversion. ServiceWatcher doesn;t seem to add any value anymore. Can we delete the package and associated code entirely? Any remaining services we need to update systemd to restart (maybe owamp-server, ls-registrationdaemon)? This is more perl code we can potentially ditch.
