Instructions for setting-up perfsonar-grafana on separate host looking at one or more archives #240

These are instructions where you have a dedicated host where you install perfsonar-grafrana and the archive or archives are on separate host.

Mostly this will be really straight-forward:

dnf/apt install perfsonar-grafana
pconfig remote add
Anything special to do here for host-metrics? maybe have psconfig agent generate?

I am not sure we really need this...or maybe a note on existing cookbook that you can install Grafana on separate host.
