Improve migration to next major/minor version on Debian and Ubuntu #22

On Debian and Ubuntu hosts, when updating a perfSONAR node from 4.2.x to 4.3.y, the admin is being asked to accept the change of Version and Codename of the perfsonar repository. This happens because the perfsonar-release repo link is indeed being changed.

There is a preference that can be set in APT in order to avoid such a question and accept the change automatically. We should investigate using it so that unmanned automatic upgrade can happen also when a major or minor version change happens.

This seems to only happen when dist-upgrade is needed. Upgrade from 4.3 to 4.4 resulted in only a warning being displayed like W: Conflicting distribution: http://downloads.perfsonar.net/debian perfsonar-release InRelease (expected perfsonar-4.3 but got perfsonar-4.4
