WAFv2 - Allow non-sequential priorities

We should allow non-sequential priorities.

This way priorities can be set for very large numbers, that can allow rules to be added between them.

For example, I may start with 3 rules, but make their priorities 100, 200, and 300, since I don't know what other rules I may have to add between them.
