options.html doesn't read and write stored options

Go to the extension options (for example by right-clicking the icon on the toolbar and choosing "Options", or going to chrome://extensions and clicking "Options" next to the extension name).

Although the extension defaults the Hanzi setting to "Simp, Trad," the options page shows "Simplified," because it didn't populate the settings from local storage.

Furthermore, changing any option and clicking "Submit" does nothing.
