Mention new XCM docs in sdk docs (#4558)

The XCM docs were pretty much moved to the new rust docs format in #2633, with the addition of the XCM cookbook, which I plan to add more examples to shortly. These docs were not mentioned in the polkadot-sdk rust docs, this PR just mentions them there, so people can actually find them.
