"Delegate Your Votes" header to be a modal.

The delegation dashboard can be confused with a landing page when the "delegate your votes" section is displayed at the top of the page, and users must scroll down to then realise that this is an app. I also assume that this section is more of a placeholder that will be expanded with a better walkthrough, as the content now feels very much like a placeholder for something more tangible.

What would be useful is if the "delegate your votes" content is housed in a modal that pops up upon a user's first visit to the dashboard. The i button in the header would then open this modal.
