Create Home Dashboard with Get Resources (Basic UI)

User Story
As a user, I want to be able to get resources and view my projects so that I can efficiently and effectively navigate to the projects and resources I need to do my work.

Description
Implement UI for Get Resources inside of Home Dashboard as seen in the first picture in the "Get resources v1" section of the Figma Design.

Figma Design

Implementation idea

• Create the Home dashboard shell
• Add the list of installed projects and resources including action buttons and ellipsis menus
• Add Get Resources button
• Implement the get resources button so that it opens up a dialog where users can install resources
• Implement the ability to open an installed project or resource in the installed list as described in the Figma design (e.g. after user double clicks, or clicks an open button or open menu item)
• Implement actions such as Get and Update in the installed list as seen in the Figma design

UX has revised the design

• please update the label from "Add resources to Home" to "Add resources to ${product name}" <-- Platform.Bible / Paratext
• for filtering we have narrowed down options for multi select components. Roughly
  • dropdown is using Rolf's multi select combobox Add multiselect to combobox #1325 with different type of placeholders
  • added a row of badges for all selected filters
  • on search: indication for amount of items and items not visible

@merchako will clean the mockups up and give a more detailed update about it

A bug I'v seen there is that clearing the filter inside the combobox with the "x" does not reset the combobox content.
