It appears that no tools for resizing a UDF partition or an UDF image have been made so far. Desire for such a tool has already been expressed in 2003.
Such tools exist for many other file systems (NTFS, ext2, ext3, ext4, FAT32, exFAT).
Understandably this would be difficult to implement, so this is for the long-term to-do list.
It is an unfortunate fact that currently too few people are interested in improving UDF functionality on Linux.
