Per PHP RFC 0001 we are restructuring the PHP language family of buildpacks to make them more modular, up-to-date, and as a result, maintainable.

Issue

This issue can be started, but merging to main is blocked on the completion of paketo-buildpacks/php#483 so that documentation aligns with the language family buildpack functionality.

In this issue, we should update https://paketo.io/docs/reference/php-reference/ and https://paketo.io/docs/howto/php/ fully base off of the changes made to the buildpacks in the restructuring work.

The How To guides should follow guidelines listed in #279. The completion of this issue will also close out #279.
