https://github.com/osresearch/cosign is a way to produce thresholded RSA keys for high security installations that require two-keys to sign off on a release. Currently it does not work with hardware tokens (osresearch/cosign#7), also the open source Nitrokeys might be modifiable to support it. safeboot#69 concerns supporting the Nitrokeys in general.

sbsign would need to be modified to have the same signing nonce or there would need to be a way to produce deterministic nonces.
