Tests workflow should skip if no tests to run. This should happen before the matrix jobs are invoked and before parsing the pyproject.toml for Python relevant versions.

Tests currently pass when they should skip, e.g.
os-climate/osc-transformer-based-extractor#18

Have moved these fixes into the osc-github-devops repository; will work on them there.
