Observations/ targets. tech goals

Given

• an ObservingProposal has one or many Observation,
• and each Observation has one TechnicalGoal and one Target,

is the idea that the PI creates a set of targets and technical goals and then assembles those severally and separately into unique observations such that

• Observation A has Target P with Tech Goal W,
• Observation B has Target Q with Tech Goal X,
• and maybe Observation C has Target P with Tech Goal X
• and so on

And if the PI has to do that preliminary entry of targets and goals, could we make those available to other proposals, so the PI selects where available rather than entering again in the next proposal?
