Enabling branch protection in Quarkiverse repositories

With the new release process in place, it is now possible to protect branches using Repository Rulesets.

To enable that in your repository, send a PR to the respective Terraform Script (in https://github.com/quarkiverse/quarkiverse-devops/tree/main/terraform-scripts - do not fork this repository, create the PR in a new branch) with the new Terraform resource configured (see an example here). It is also documented here.
