Start of the version control in autoware.repos

The version control of the repositories under the core directory in autoware.repos has been completed, and the version attributes in autoware.repos is now specified with tags instead of main branches.

Therefore, the following repositories belonging to the core directory will no longer be automatically reflected in https://github.com/autowarefoundation/autoware just by updating the main branch.

• https://github.com/autowarefoundation/autoware_internal_msgs.git

Please create a pull request to update the corresponding tag. We are also progressing with the creation of a bot that automatically creates pull requests for tag updates. Don't miss it.

Currently, only the repositories under the core directory are under version control, but we will proceed with version control for other repositories in the future.
