About the evaluator directory in autoware.universe

Hi, I'm yukky.
I have a suggestion for the evaluator directory of Autoware.universe.
Currently, .universe has separate directories for each component. There are some exceptions such as common, tools and docs.

I feel a bit strange to have evaluator in this hierarchy.
If the evaluator is an online diagnostic function, it would be better to put it in one of the components.
If the evaluator is an offline diagnostic function, it would be better to put it in the tools or another repository.
Readme is TBD and did not know what features were available.

We will move it to more appropriate place and create additional PR with proper readme as well.
