Add eddsa-rdfc-2022

Add eddsa-rdfc-2022 as part of verification capability.

Please explain testing that will be needed. Verifier Plus issue for this: digitalcredentials/web-verifier-plus#143

We will do this as part of refactoring our verification logic into a single library for use across LCW, VerfierPlus, this test verifier, the ORCID POC, and any embeddable verification component we might make.
