Registry improvements

missed these in the PR from @yurishkuro, i'll get them soon

• rename lightstep files to start with language, to match the rest of the files
• make the sort on the main registry page case-insensitive

one more, although minor: "View Repository" button seems to disproportionally stand out visually. I think people would be more interested in the content of the cards first. The link to the repository can be just a GitHub icon.

and another one: should the tags be clickable?

I'd like for the tags to be clickable as a filtering mechanism, but didn't think it was a blocker to get this out the door.
