There was an automated release work flow built on top of this script https://github.com/opentracing-contrib/nginx-opentracing/blob/master/ci/release.sh. I'm not sure it's kept up-to-date; though it might be possible to port it over to github actions.

But you can make a release and attach prebuilt binaries from https://github.com/opentracing-contrib/nginx-opentracing/blob/master/ci/build_module_binaries.sh as artifacts.
