[User Story] Extension register with OpenSearch Dashboards and restart application

Problem:

Plugins require the server to restart so that it can run through the discovery of plugins, push it to the browser, and then render.

Solution:

Enable the ability for this hook to restart the server (maybe within the CLI it proposes to bounce it and sends a notification).

Other solution:

Is there a possibility can the installation process force the browser to re-discover and render. Do we want to propose the installation process be different?
