Linkable Active Editor Plugins

Is your feature request related to a problem? Please describe.
As a developer I would like the possibility to control the active editor tab programmatically.

Describe the solution you'd like
I would like that OpenSCD opens the tab that is represented in the URL. e.g.: https://openscd.github.io/cleanup opens the cleanup plugin.
If the plugin disabled it will be automatically activated.
Also when the user switches to a plugin the URL reflects this change.

Requirements
A way to change the plugins without a user action.
