Add City Council District Map #368

We should provide a map overlay for the City of San Diego, showing all of the council districts and their boundaries.

The map itself can be viewed either from the initial landing page and/or below the list of all city council candidates in the city council candidates screen.
We should also find a way to tie the "District Finder" feature in Issue Add A District Finder Feature in the Sidebar #367 to the map.
If a user clicks on a specific highlighted district, it should show the candidates running for that district.
