Create translation infrastructure and UI for translating site into Spanish

A core requirement is to have both English and Spanish, and hopefully other language support. This probably won't extend to the data fields (e.g. names, descriptions, eligiblity, and opening hours, but should be available for all site content and information (e.g. button names, calls to actions, FAQs )

There should be a way to switch out the language. The site is currently built in react-material so following the standard for these communities is ideal.
