LDAP integration

Only middleware managers should be allowed to request resource by default. For others, they have to manually request for access to be able to request resources.

backend - integrating quarkus-ldap plugin, integrate with redhat ldap, fliter managers email ids from XML. create api to check if an email id exist in mlittle managers.
UI- integration of above API
