Article 2B - Alcoholic Beverages should have 22 titles broken out within it --> Title 1 = g2b-1 through Title 22 = g2b-22
Within Title 1, there are 2 subtitles, the first with 4 sections and the second with 1. Click here to see what we're talking about
The parser would need to be tweaked to break out these Titles and Subtitles from the current Article>Section structure.
