Add Title & Subtitle Structure Between "Article" and "Section" #8

Right now, the Maryland Code files are structured at two levels, a high-level Article and a lowest-level "Section," but there are two levels of data structure in between that are not yet parsed out in this project - "Title" and "Subtitle." For example...

Article 2B - Alcoholic Beverages should have 22 titles broken out within it --> Title 1 = g2b-1 through Title 22 = g2b-22

Within Title 1, there are 2 subtitles, the first with 4 sections and the second with 1. Click here to see what we're talking about

The parser would need to be tweaked to break out these Titles and Subtitles from the current Article>Section structure.
