Create Section Titles for Each Section of the Maryland Code #2

Create relevant, human-understandable section titles from user-submitted suggestions. For example, the current section title on this page (http://marylandcode.org/gsg-20-705/) is:

"§ gsg-20-705 Except as provided in §§ 20-703 and 20-704 of this subtitle, a person may not: . . ."

This would be changed to "Maryland State Anti-Discrimination Law" or something to that effect using the Disqus "suggest a better title" link under each current, unintelligible section title.

We need to build this in a Wikipedia-like format so that people can edit the title without approval / intervention from the moderators (me). Other users should be able to edit the title as well, and it should save the history and allow the moderator to intervene / remove if necessary.

You might experiment with posting this to Amazon Mechanical Turk. Maybe take the top 10% most-visited laws (hoping that Google has addressed the problem of routing external visitors to the correct law), hack off the first X words, and pay people 2¢ to write a title for each. Collect 2–3 titles for each, and then y'all can go through and select/combine those. If it goes well, you could expand it from there. If it goes badly, you can warn the rest of us. :)

We have that in the pipeline. We have the account set up, I just have to add the data.
