right now we're just iframing the default chrome error page. We need an explainer to the user if etherpad is down there.

I'm not sure how we would do this; I'm not sure there's a way to know that the iframe didn't load?

Per our conversation this morning, it seems like a ping request would be the simplest solution, but standing up Varnish would be the optimal one
