All STA classes have a description attribute except for Observation. Within the WQ IE, we'd have a requirement for this, descriptive text on what actually happened, maybe add in V2.0?

Is that actually a description or more a "comments" field?

'description' is the name of the optional properties carried by every Features in the ISO 191xx approach. I would stick to that
