When someone edit a taxonomy entry, there are important information to keep in mind, like what is this entry really about (eg. for a category) and eventual pedagogical information.
This is important information for people editing the taxonomy.
This is generally located in two properties: description:en and comments:en (for technical explanations, eg. saying what child an entry must not have).
During OFF days we individuate, that it should be displayed in a good position, while still editable (but I would say, display it, and give the possibility to edit it).
On my side I would say between parent / children and synonym, or at top of the page.
PS: some actual comment (# ....) in taxonomies should go in a comment:en, but this is a work to be done little by little.
