Parameter substitution for custom variables is not working on LTI 1.1 launches. Need to investigate if this is a bug or if the feature was never implemented.

It's a good idea to check https://github.com/edx/xblock-lti-consumer#custom-lti-parameters before starting any fixes, since it looks like the extra parameter handling is, in part, done in a pluggable way.

#150 partially fixes this by making re-implementing parameter processors.
