Course Progress indicator cannot be turned off by completion.enable_completion_tracking switch #291

Turning off the completion.enable_completion_tracking switch turns off the progress tracking (green checkmarks and background) on the unit tabs.
But the "Course Completion" chart remains on the Progress tab. This chart seems like it should toggle based on that flag.
