New MFE: Learner Dashboard

Description

We want to include frontend-app-learner-dashboard in an upcoming release.

For Palm, it was decided it would be included experimentally. Because it doesn't have external, unsupported dependencies, a Tutor plugin will be created (in a tutor-contrib-experimental repository in the openedx org) to make it easy for operators to test it out.

However, this roadmap item should remain open until the dashboard is included in a non-experimental, production state.
