Description

Now that edx-platform has been upgraded to Python 3.11 along with all the package dependencies, the devstack Docker images also need to be updated to be built with Python 3.11 now.

Updated the LMS/CMS images with Python 3.11 support to fix the failing devstack builds and environment issues.
