To expand access to the Open edX platform, we'd like to have all the relevant documentation also be translated. Because the master version of documentation can be more volatile, we would instead like to maintain translated versions of named releases.

Thank you @feanil for opening this, as I have told @sarina earlier I was and still am in the process of drafting an ADR for proposing the process or the workflow that would satisfy the requirements.

I am still gathering input and as well as do some testing regarding the 4 points you raised above which goal is to avoid making translators retranslate...I agree with using (translation memory group) such that all doc projects (project per release) are assigned to the same TM group.
The thing is which I am still researching (I have even asked a question about it on https://community.transifex.com/ ), is even when we are utilizing TM group and there is a 100% match between strings, and if we enabled auto fill up with TM, translators would still need to review strings, (this what I have personally tested). Now I am not sure if there is another way around it, so that's where I am right now, I am waiting for an answer from them.
