Identify a schema maintainer

@hredestig and I can certainly facilitate some of the technical/organizational issues related to the maintenance and release of the schema but we don't feel particularly like we want to steer the discussions or the shape of the schema.

Ideally, one or more maintainers would just crystallize by activity in discussions and urge to have and properly maintain such a schema.
