Currently there is about a 2 to 3 hour gap where no forecast are made when we are swicthing from 5 mins to 15 mins satellite

@dfulu could you add your graphs for the lag time of the 5 and 15 mins data
Possible Implementation
We could scratch the EUMETSAT website and code that in. This might be more effort than its worth and might be a bit fragile
We could manually enter the datetimes when the 5 mins are down. Downside is there is more operational overhead
Always run 15 mins satellite as well as 5 mins. Downside, this costs more and 90% isnt needed
Reduce tolerance of when to change over to 15 min date. Perhaps if 20 mins of data is missing, then switch to 15 mins data. Downside, doesnt complete get rid of the gap
