Compliance with Online Safety Act

There are a number of (hopefully trivial) changes which need to be made.

• CSAM
  • This might already be provided by our image proxy CSAM Scanning? weserv/images#441
  • If not, Cloud Vision Safe Search should be free at our volume (uses the same basic API as OCR)
  • Given the low risk, this is technically probably optional - but seems like a good idea to comply with
• Documentation
  • May need to have a small piece of documentation explaining our risk assessment
• Takedown requests
  • May need a "report a problem" button.
  • At the moment we have public comments & GitHub issues
• Anything else?
