Snapshot release matching liboqs 0.12.0 #172

There is a release candidate for liboqs 0.11.0 and the actual release should be coming in the next few days. This issue is to gauge desire for a snapshot release of OQS-OpenSSH matching liboqs 0.11.0, as well as checking what updates would be needed for that. liboqs 0.11.0 includes the final standard version of ML-KEM, removes ML-KEM-ipd, and also adds new signature algorithms CROSS and MAYO. It would need to be checked what changes need to be made in OQS-OpenSSH to accommodate this (possibly updating the code generation configuration and then re-running). Help wanted to carry this out.

Updating to 0.12.0 since liboqs 0.12.0 has now been released.
