common_checks_ocds adds schema titles and descriptions to validation errors. However, these are in English. The current_language config in LibCoveOCDSConfig should determine which translation of the schema to use.

The standard documentation provides translations of OCDS schema, and the Extension Explorer can be written to provide translations of registered extensions.

Earlier issue is OpenDataServices/cove#1108
