Add save, load, trash button to Parameters -> Chat -> User tab

I would really like the ability to select a User I've created in TGW, Instead of needing to fill out the tab. Much like is done on the Character tab.
This would help maintaining consistency when reloading the interface. etc. As well as experimenting with various details such as user personality, description, preferences etc.
