Fresh Install: IndexError: list index out of range

Please help! ooga has been working fine for weeks, I just wanted to do a fresh install to tidy up. I am a newbie to python.
I have re-installed ooga twice and cannot shake this error below that occurs when I try to generate the first response from a chatbot. I have tried various Models, but I think it has to do with the webui Interface Server itself?
NOTE: If I run with the --extensions api argument, TavernAI works completely normally. Any help much appreciated!

This issue was resolved by issuing a 'pip install -r requirements.txt --upgrade'. All good.

I have the same error, but it wasn't solved by the "pip install -r requirements.txt --upgrade", if somebody else has the same problem and finds the answer. Please let me know.

Didnt solve with me either
ERROR: llama_cpp_python-0.2.11-cp310-cp310-win_amd64.whl is not a supported wheel on this platform.

Used
requirements_amd.txt
requirements_cpu_only.txt
requirements_amd_noavx2.txt

all produced the same error.
System is AMD (Ryzen 9 5950X+Radeon6900XT)
