Feature request: Taproot support

Support for P2TR (as well as bech32m encoding/decoding) would be good to have in this library.

A lot of implementation details can probably be taken from the bitcoin functional tests.

(I filed a similar issue for petertodd/python-bitcoinlib#263, I'm not sure what is the commonly used Python library for bitcoin things nowadays, but it would be good to have more ecosystem support for this 😄 There's also an issue for python-bitcointx Simplexum/python-bitcointx#57)

@ofek is there any intention to support this. Is there any active development ongoing with the library? would be happy to spend the time doing the work to add this if you can offer some guidance on how to get it done.
